Yes, and it is safe by design. The first double Northwind accepts is what links Northwind under Charley, that relationship is set once and does not move. Every later double attaches to the same link, so it never re-links Northwind or pays Charley twice for the same account.
What extra doubles are good for: adding more reserved words to Northwind's pile, sending a different worked client example (Meridian this week, a bank the next), or nudging a Northwind that has not activated yet. Think of them as follow-ups on one account, not new accounts.
